第二届国际传播“丝路奖”评选规则（摄影奖）
Entry Submission of The Second Silk Road Global News Awards（The English rules are shown below）
一、宗旨
国际传播“丝路奖”由“一带一路”新闻合作联盟主办，是“一带一路”多边合作框架下唯一的国际性奖项评选活动。活动旨在鼓励和引导共建“一带一路”国家新闻媒体机构和相关个人互学互鉴、汇聚力量，共同讲述共建“一带一路”故事，共同传播共建“一带一路”声音，共同推动高质量共建“一带一路”。
首届国际传播“丝路奖”共征集到来自80个国家4485件报名作品和参评对象，最终19件作品脱颖而出获得大奖或提名奖。颁奖仪式已于2023年10月19日在北京举行。
第二届国际传播“丝路奖”评选已被列入第三届“一带一路”国际合作高峰论坛多边合作成果文件清单。第二届国际传播“丝路奖”设四大类奖项：最佳报道奖、最佳摄影奖、最佳视频奖，最佳创新奖。本评选规则只针对其中最佳摄影奖作以解释。
二、奖项和奖金
最佳摄影奖1个：奖金15万元人民币
提名奖4个：奖金5万元人民币
入围奖10个：颁发实物奖品
三、参评要求
1.国际传播“丝路奖”面向全球征集，中方媒体或个人独立制作的作品不在征集范围内，中外联合制作或中国制作、在外国平台播出的作品可视情参评。
2.支持共建“一带一路”倡议、传递丝路精神、体现文明交流互鉴、符合人类命运共同体理念并具备良好国际传播效果的作品和对象皆可参评。
3.所有参评作品须为相关媒体或社交媒体平台已刊播或发布的内容，且刊播或发布时间不早于2021年9月。
4.申报者须对参评作品持有版权，或经版权持有人授权参评。申报者须承担责任，确保第三方不会对提交作品的发布、复制和传播产生异议。
5.参评作品不得使用无版权素材，不得侵犯第三方的著作权、商标权等一切合法权利。严禁抄袭，一经发现，申报者承担全部责任。
6.奖项评选要求
最佳摄影奖：评选主题鲜明、新闻要素完整、表现力强、感染力强的摄影作品（单图或组图）。作品须为现场拍摄，多次曝光和运用生成式人工智能、电脑技术人工合成的作品不在评选范围。
四、申报
1.申报者须在“一带一路”新闻合作联盟网站http://www.brnn.com注册后提交申报信息，相关信息须确保真实准确。截止时间：2024年10月31日。
2.凡提交参评作品，即被视为接受“一带一路”新闻合作联盟对参评作品无偿拥有在全球范围推荐、展览、传播、交流、发布、翻译、出版等使用权利。联盟尊重申报者和版权所有人的署名权。
3.申报一经提交，不得撤回。
4.申报不收取任何费用。
五、评选
1. 国际传播“丝路奖”由“一带一路”新闻合作联盟主办，评选工作由联盟理事长单位人民日报社牵头。
2. 评选分为学术委员会初评和评审委员会终评两个步骤，评审结果须经联盟理事会审议通过。评选进展将在“一带一路”新闻合作联盟网站发布。
3. 评审委员会主席由“一带一路”新闻合作联盟理事长单位人民日报社代表担任。评审委员会成员由联盟理事单位代表和部分学术委员会中外专家组成。
各类别奖项学术委员会分别由相关领域专家学者和业界知名人士组成。
六、颁奖
1. “一带一路”新闻合作联盟适时举办国际传播“丝路奖”颁奖，并结合颁奖组织巡展、研讨、演讲、联合采访等活动。
2. 获奖作品在联盟网站和新闻信息移动端聚合分发平台进行展示，并推荐给联盟成员进行转载。

Purpose
The Silk Road Global News Awards (SRGNA) launched by the Belt and Road News Network (BRNN), is organized by People’s Daily, BRNN council chair. It is the only international award under the Belt and Road multilateral cooperation framework. The Awards, designed to become a professional, authoritative, and globally influential news showcase, encourage media organizations and individuals in countries along the Belt and Road to learn from each other and pool strength together. By recognizing best news items and works, the awards highlight the stories of the Belt and Road and amplify voice of countries and peoples along the route, so as to promote high-quality joint construction of the Belt and Road.
For the first SRGNA, a total of 4,485 entries from 80 countries and regions were collected during the entry phase, and 19 finalists won the awards and nomination awards. The awarding ceremony was held on October 19th, 2023 in Beijing.
The second SRGNA has been included in the List of Multilateral Cooperation Deliverables of the Third Belt and Road Forum for International Cooperation. The second SRGNA include four categories: Best Reporting Award, Best Photography Award, Best Video Award, Best Innovation Award.This selection rule only applies to the Best Photography Awardfor interpretation.
Prizes
Best Photography Awardhas 1 winner, 4 nominees and 10 finalists.
Each winner will receive 150,000 RMB, each nominee 50,000 RMB, and finalists will have other prizes.
Entry Rules
1.The awards are open to media organizations worldwide. In Principle, entrants cannot be solely Chinese media or Chinese nationals. Entries that co-produced by Chinese and international individuals, teams or organizations or produced by Chinese side and broadcast by international platforms are eligible.
2.Entries can be works that support the Belt and Road Initiative, convey the Silk Road spirit, embody exchanges among civilizations, conform to the concept of building a community with a shared future for mankind, or those with good international influence.
3.Entries should be those have been published on media platforms including social media. All those entered for the contest should be published after the September of 2021.
4. Entrants should either be copyright holder(s) or have been authorized by the copyright holder(s) to enter the contest. It is the responsibility of the entrant to ensure there will be no controversies from a third party over the publication, reproduction or transmission of the entries submitted. Entrants will be wholly responsible for any legal liabilities initiated by a third party over an entry.
5.Entries submitted cannot contain uncopyrighted materials. All intellectual properties of third parties such as copyrights and trademarks shall not be infringed. Plagiarism is not tolerated, and the entrant is wholly responsible for such a case.
6.Best Photography Awardfor a distinguished example of press photo that captures the spot on site with distinct theme, strong expressiveness and strong appeal, presented as a single photo or series without multiexposure and AIGC or synthetic effects by computer technology.
Submission
1. Entries are submitted online. All entrants should register on the official website of the Belt and Road News Network (BRNN) http://www.brnn.combefore submitting entries. All information provided by the entrant must be genuine.Submission deadline: Oct.31.2024.
2. The submission of entries indicates that BRNN has been authorized and granted unlimited use of them for activities in relation to the contest, including the exhibition, publication, translation, broadcasting, etc, without any remuneration being due. BRNN has the obligation to respect the signature rights of entrants and copyright holders.
3. No entry can be withdrawn for any reason once it is submitted.
4. No entry fee is charged.
Judgment
1. The awards, launched by BRNN, is organized by People’s Daily, BRNN council chair.
2. The judging process will take place in two rounds, the first round by Academic Committees and the second (final) round by the Judging Committee. The process will be updated on BRNN’s website and mobile application.
3. The chair of the Judging Committee is assumed by President of People’s Daily. The Judging Committee is composed of representatives of BRNN council members, as well as experts and scholars from professional academic institutions.
Academic Committees for each award are composed of experts and scholars from professional academic institutions and veteran and senior news practitioners.
Award Presentation Ceremony
1. The award presentation ceremony will be held by BRNN in good time and various events will be organized alongside, such as seminar, lectures and joint reporting programme.
2. The award-winning works will be posted on the BRNN website and its mobile application, and will be recommended to the BRNN members for republishing.
