进口宠物食品如何办理登记，合规进口中国？

海关: 准入与注册

1、查询进口宠物食品的产地国家(或地区) 及宠物食品的种类是否准入;

2、出口企业是否在白名单内，境外生产企业需要在海关总署进行注册:

农业农村部: 评估、合规与登记

1、评估进口产品是否符合《饲料和饲料添加剂管理条例》、《进口饲料和饲料添加剂登记管理办法》、第20号公告

《宠物饲料管理办法》等配套文件，进口的饲料产品不得使用《饲料原料目录》和《饲料添加剂品种目录》以外的

成分。使用饲料添加剂，应当遵守《饲料添加剂安全使用规范》等规定;

1. Checking if the imported pet food product from origin countries / regions is approved by GACC;

2. Overseas manufacturing enterprise need to be registered at GACC;

Ministry of Agriculture and Rural Affairs: Evaluation, Compliance and Registration

1. Evaluate whether the imported products conform to the "Administrative Regulation on feed and feed additives", the"Administrative Measures for Registration of imported feed and Feed Additives", "The Annoucement No.20 by MARA","Administrative Measures upon pet food products" and other related regulations.The imported feed products shall not use ingredients excluded in the catalogue of feed raw materials and the catalogue of feed additives. The applicationof feed additives should comply with the "Standard for the Safe Use of Feed Additives" and other provisions

2. Assist overseas enterprises to comply with relevant laws and regulations, offer compliance guidance;

3. Entrusted by the manufacturing enterprise to obtain the Registered License issued by MARA。

宠物食品分类与介绍 Classification of Pet Food

根据《进出口饲料和饲料添加剂检验检疫监督管理办法》及配套文件，中国海关总署对允许进口饲料和饲料添

加剂的国家或者地区的生产企业实施注册登记制度，进口饲料应当来自注册登记的境外饲料生产企业。

境外饲料生产企业应当符合输出国家或者地区法律法规和标准的相关要求，并达到与中国有关法律法规和标准

的等效要求，经输出国家或者地区主管部门审查合格后向中国海关总署推荐。

According to “Administrative Measures of Inspection, Quarantine and Supervision on Import and Export Feed andFeed Additives”, and relevant regulations, GACC implement the registration system on the overseas manufacturersfrom countries or regions which are allowed to export feed and feed additives. The imported feed must be imported fromthe registered overseas feed manufacturers.

Overseas enterprises shall comply with legislation, regulation and standard of exporting country or region, and meetthe equivalent requirements of China-related legislation, regulation and standard. The enterprises shall be recommendedto GACC (Customs) after being inspected and qualified by competent authority of exporting country or region.
