PAGE * MERGEFORMAT3 大学生科研创新项目研究报告 项目名称：北京市社区宠物管理的问题及对策研究 项目类型：一般项目 项目年度：2014年 项目负责人：赵阳一（学号：32013010073） 负责人院（系）：城市经济与公共管理学院 专业（方向）：行政管理 项目组成员：李育德、杨曦阳、张嘉振、张鑫 指导教师：潘娜 副教授 教务处 制 二〇一二年 PAGE * MERGEFORMAT19 摘要 在城市的大街小巷，我们总能看到有人牵着宠物犬散步、玩耍，这种现象反映了人们生活休闲方式随着社会的发展而改变。宠物出现在百姓家中，帮助城市居民缓解压力、获得抚慰，成为人们生活中的伴侣，成为人们的家庭成员。但是，宠物的大量出现也带来了不小的负面影响——环境破坏、扰乱公共秩序、威胁公共安全等，如何适当得解决这些问题是值得人们探讨的。本文我们将以最常见的宠物——犬类作为主要讨论对象，探讨社区与宠物管理间的关系。居民生活在最小的社会组成单位——社区之中，社区管理可以及时地发现问题并在第一时间缓解矛盾，这种直接高效的优势是政府部门和私人部门所不具备的，那么，如何建立一套系统的社区自治或社区协作管理体系是能否改善宠物管理现状的关键。政府在做好立法、执法和监督工作后，社区根据法律法规完成宣传工作，与宠物医院合作完成本社区内的卫生防疫工作，重新规划社区绿地完成人犬分开管理工作。通过国家的立法，使政府工作高效便民；通过社区的管理，使犬类与所有居民和谐共处；通过每个人的配合，使我们的社会文明平等。宠物是人类的友好伙伴而不是邻里纠纷的制造者，构建生态社会需要我们所有人的共同努力。 关键词：宠物、管理、社区、现状、改善 Abstract In the streets of the city, we can always see someone taking a pet dog for walking and playing. This mirrors a social phenomenon which reflects peoples patterns of leisurely lifestyles changing with the development of society. Pets appear in peoples homes, helping to ease the pressure and getting comfort. Pets become partners and family members in life. However, pets also bring a lot of negative impact, such as environmental destruction, public disorder and other threats to public safety. There is much point in discussing how to solve these problems properly. We will discuss the most familiar pets, the dogs, in this thesis to find out the relationship between communities and pet management. Residents live in the smallest unit of society – communities. Community management can identify problems timely and alleviate the current disparities at the first time. The government sector and the private sector do not possess the advantage of directness and efficiency. So, it is a key for improvement of present situation of pets administration to build a system of community autonomy or community collaboration. After government legislating laws and regulations, community should spread the rules in public, cooperate with the local pet hospital to
